General Emphasis Proposals for donations will be considered in the following general categories, with the relative emphasis indicated by the percentages of the annual donations budget:
1) Local non-profit organizations which serve the youth: 30% to 40% 2) Education and scholarships (emphasis on youth): 20% to 30% 3) Other worthwhile community projects: 10% to 20% 4) Promoting international service and goodwill: 10% to 20%
The percentages are not absolute limits.
Funding / Policy The committee will consider donation requests from organizations if they are timely for use with the project it is requested to fund. The committee will favor funding specific projects or services over requests for funds for routine or general use by an organization. Supporting fundraising activities of non-profit organizations would generally be considered a specific project by the committee.
In funding local projects, preferences will be given to recognized charitable organizations (i.e. CASA, Happy Trails ) and youth oriented organizations without other income sources or which need help with special projects in the community.
The committee will consider individual requests if supported by special justification.
No awards can benefit Rotary members or their families, except as part of an allocation to a larger group.
If a member of Rotary or any other person involved with a specific group who is requesting donations is present at the Donations Committee meeting they must temporarily remove themselves from the meeting for the Donations Committee to discuss and vote on their request.
Board of Directors All recommendations of the Donations Committee are subject to review and approval by the Visalia Breakfast Rotary Board of Directors.
Procedure Donation proposals from any source will be considered and must be in writing.
The request will be reviewed and either scheduled for submission to the Committee or a request for more information will be sent to the proposer. An application form is recommended for all requests and is required for requests in excess of $1,000. Refer to Grant Application attached or you may use similar one.
The committee will review donation proposals before the monthly Board meeting and make recommendations to the Board of Directors. At no time will a donations request be discussed or voted on when an involved party, be it Rotarian or non-Rotarian, is present at the Committee or Board of Directors meeting. Said person or persons must first be excused before any further action is taken on their donation proposal.
Donations approved by the Board will be submitted to the Treasurer for payout.
The Committee Chairman will collect and mail the checks with an approval letter to the recipients. Any requests denied by the board will be sent a denial letter.
